Job DetailsJob Location: NECHV - Boston, MA 02108Salary Range: $65,000.00 - $70,000.00 Salary/yearPosition Title: Court Street Veterans Housing Property Manager Department: Finance Exemption: Exempt Reporting: Executive Vice President & Chief Financial Officer Annual Salary Range: $65,000-$70,000   Job Summary: The Property Manager is responsible for effective and efficient management of 97 Low Income Housing Tax Credits (LIHTC) units. The Property Manager will be responsible for ensuring compliance with Section 8 affordable housing regulations, documentation and record keeping related to tenant selection and eligibility, collection of tenant rents, interface between the tenant and Maintenance to ensure issues are identified and addressed in a timely manner. The Property Manager also will work directly with the Boston Housing Authority (BHA) to ensure best practices and program compliance. Responsibilities: Work collaboratively with the NECHV Human Services Department on case management service needs and expediting the filling of vacancies and the status of when move-in will be effectuated. Work with Tenants to ensure the annual LIHTC and BHA recertifications are completed on a timely basis. Maintain the necessary record keeping in accordance with all LIHTC regulations. Complete HUD assessments, upload leasing documents and ensure compliance with all documentation requirements in ETO. Work with the HMIS Data Systems Manager to prepare and submit Annual Progress Report (APR) to HUD and annual MHP report.  Report census yearly and upon request to the City of Boston.    Report tenant arrears and actions being taken. Be knowledgeable of tenant rights and ensure an atmosphere, which allows for the privacy, dignity and well-being of all tenants in a safe, secure environment while enforcing occupancy policies and procedures. Conduct periodic rounds on all rental floors to engage with Tenants and observe the status of their rooms and property. Work with NECHV Humans Service Department and the VASH team to coordinate the discussions encompassing Tenant behavior issues. Lead contact with legal counsel regarding the following Notice To Quit Behavior Agreements Court Appearances Evictions Etc. Work closely with Vice President of Operations & Facilities regarding regularly scheduled room inspections and other applicable issues.  Maintain information on entering and exiting tenants for reporting purposes. Work closely with Financial and Human Services Departments regarding the collection of rents and rental assistance needs QualificationsEssential Background and Experience: Bachelor’s Degree or equivalent experience in real estate or property management. Experience in Low Income Housing Tax Credits and subsidized housing Experience with Yardi Breeze for receivables and LIHTC Outstanding mathematical, budgeting, and General Ledger skills (Sage experience a plus). Must have experience working with a diverse, multicultural population who may struggle with behavioral health challenges. Previous experience with property management or real estate required. Proficiency with Microsoft Office applications (Word, Excel, etc.) and databases. Must be a highly self-motivated leader with the ability to function in a fast-paced environment with minimal supervision. Must be able to handle multiple, complex tasks and priorities simultaneously. Requires excellent interpersonal skills (oral, written and presentation) to interact with all levels of internal personnel and external entities including clinicians, Veterans, tenants, vendors, housing and finance department staffs. Must have strong analytical and investigative skills and be able to resolve tenant conflicts. Must be a dedicated team player and comfortable working in an open, highly collaborative, diverse environment with the willingness and desire to learn and grow within the organization. Must be committed to a strong customer service philosophy. Must be able to navigate nine flights of stairs.
