Your Team:

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities.

The Office of Asset and Property Management (APM) is composed of three divisions, which includes the Divisions of Asset Management, Property Management and Housing Supervision.
The Division of Property Management is responsible for the management, maintenance, preservation, and regulatory compliance of HPD-owned properties throughout New York City. The division oversees a diverse portfolio that includes residential, commercial, mixed-use properties, vacant lots, and temporary housing while supporting long-term affordability, resident safety, and neighborhood stabilization.

Your Impact:

The selected candidate will serve as the Deputy Director of Lead Compliance within the Office of Asset & Property Management (APM), Division of Property Management's Lead Unit. This position is critical to ensuring that City-owned buildings remain compliant with applicable Federal, State, and local lead safety requirements, including New York City Local Law 1 of 2004, Local Law 31 of 2020, Environmental Protection Agency (EPA) requirements, and the U.S. Department of Housing and Urban Development's (HUD) Lead Safe Housing Rule.

The Deputy Director will provide operational, technical, and supervisory leadership for the Lead Unit, overseeing inspection activities, staff and vendor performance, quality assurance, regulatory reporting, remediation activities, and compliance initiatives. The position will also play a key role in ensuring that APM meets required lead inspection and abatement deadlines, including the City's July 2027 CU6 inspection and abatement requirements.

Your Role:

The Deputy Director of Lead Compliance will serve as a senior management and technical resource for the Division of Property Management's Lead Program. The selected candidate will oversee the day-to-day operations of the Lead Unit, supervise and develop inspection staff, monitor regulatory compliance, establish quality-control standards, and ensure that lead inspection and remediation activities are completed accurately and within required timeframes.
The Deputy Director will work closely with Property Management leadership, Technical Services, administrative and data teams, vendors, contractors, and other agency partners to strengthen compliance, improve workflows, maintain accurate regulatory records, and identify and address potential lead-related risks within City-owned properties.
The position will also provide leadership with regular updates regarding program performance, regulatory requirements, outstanding compliance matters, and emerging risks requiring management attention.


Your Responsibilities:

- Provide day-to-day management and operational oversight of the Property Management Lead Unit.
- Supervise and provide technical direction, coaching, and performance oversight to a team of eight Lead Inspectors.
- Establish staff assignments, priorities, inspection schedules, workload distribution, and performance expectations.
- Review and approve inspection reports, remediation documentation, scopes of work, project workflows, and other required compliance records.
- Monitor compliance with applicable Federal, State, and local lead-related laws, regulations, policies, and reporting requirements.
- Conduct and oversee field and quality-control audits to evaluate staff and vendor performance and ensure adherence to established standards.
- Provide technical oversight of lead inspections, including XRF testing, remediation activities, and required follow-up inspections.
- Oversee the development of lead remediation scopes of work and supporting documentation.
- Monitor vendor and contractor performance and ensure inspection and remediation services comply with contract specifications, regulatory requirements, and agency standards.
- Identify compliance deficiencies, operational risks, and performance concerns and develop appropriate corrective-action strategies.
- Ensure accurate and timely maintenance of inspection, remediation, building, and regulatory compliance records.
- Develop and implement Lead Unit procedures, quality-assurance standards, workflows, technical guidance, and staff training.
- Provide ongoing training, technical assistance, coaching, and professional development to inspection staff.
- Collaborate with administrative and data teams to strengthen compliance tracking, reporting, dashboards, data accuracy, and performance monitoring.
- Support procurement activities, including development of scopes, specifications, contract requirements, and RFP-related materials for lead inspection and remediation services.
- Track regulatory deadlines and develop strategies to ensure timely completion of required inspections and remediation activities, including CU6 requirements through July 2027.
- Prepare compliance updates, reports, performance information, and recommendations for Property Management and APM leadership.
- Serve as a technical resource to leadership regarding complex lead compliance, inspection, remediation, and regulatory matters.
- Coordinate with internal and external stakeholders on lead compliance initiatives and corrective actions.
- Lead and support special projects and other lead compliance initiatives as assigned by Property Management leadership.

Preferred Skills and Qualifications
- Strong knowledge of NYC Local Law 1, Local Law 31, EPA requirements, HUD's Lead Safe Housing Rule, and other applicable lead-related regulations.
- Demonstrated experience managing lead compliance, inspection, remediation, environmental health, construction, or related programs.
- Experience supervising, training, mentoring, and evaluating technical or inspection staff.
- Experience conducting or overseeing field audits, quality-control reviews, and regulatory compliance assessments.
- Strong knowledge of lead inspection practices, remediation requirements, and XRF testing.
- Experience overseeing vendors and contractors and monitoring performance against contractual and regulatory requirements.
- Strong analytical, organizational, and problem-solving skills, with the ability to identify compliance risks and implement corrective actions.
- Excellent written and verbal communication skills, including experience preparing technical reports, compliance updates, and management recommendations.
- Experience developing procedures, workflows, quality-control standards, and staff training.
- Knowledge of procurement processes, scope development, specifications, and RFP preparation.
- Proficiency with inspection systems, databases, reporting tools, and digital documentation.

EPA certification with XRF testing experience and OSHA lead-safety certification are highly desirable.

Qualifications

1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
