Job DetailsJob Location: Headquarters - NEWARK, NJ 07102Salary Range: $140,000.00 - $160,000.00 Salary POSITION SUMMARY   The Newark Housing Authority (NHA) is seeking an experienced, mission-driven Director of Property Management to lead its Property Management Department. This senior leadership role is designed for a visionary professional who combines operational excellence with a deep commitment to equitable, affordable housing.   Reporting directly to the Chief Operating Officer, the Director of Property Management is responsible for the oversight of multiple housing communities through subordinate personnel, with accountability for fiscal performance, direct budget preparation, monitoring budgets, preparing reports of occupancy status, operational efficiency, and staff development. As a key member of the NHA leadership team, this individual will work collaboratively with executive staff to shape and advance strategic housing initiatives that improve the lives of residents and strengthen communities.   ESSENTIAL DUTIES AND RESPONSIBILITIES   The following responsibilities are considered essential and include but not limited to:   Property Oversight & Physical Standards Conduct regular property inspections to ensure all housing communities are maintained in safe, decent, and good-repair condition in compliance with established standards. Monitor and review HUD Physical Assessment scores, including inspections of building systems, unit make-readies, curb appeal, and the condition and organization of common areas and offices. Ensure that assigned properties present an aesthetically pleasing appearance consistent with NHA’s property management standards through oversight of subordinate staff. Identify and recommend capital improvements to the Director of Modernization and Capital Fund. Oversee the emergency on-call schedule and ensure that all property emergencies are handled appropriately in collaboration with the Central Maintenance Director.   Financial Management & Budget Administration Provide direction and assistance in the development and administration of the annual departmental budget. Monitor expenditures on a continuous basis to ensure properties remain within budget parameters. Prepare and submit monthly reports detailing occupancy levels and fiscal performance from the prior month. Monitor compliance with NHA’s policies regarding utility allowances, maximum rents, flat rents, the maintenance charge list, and all applicable fee schedules.   Strategic Planning & Policy Development Assist the Chief Operating Officer and members of the Senior Executive Team in the development and implementation of the departmental strategic planning process, including the formulation of goals, objectives, policies, procedures, and priorities. Develop management tools to monitor key community assessment indicators and track progress toward departmental and agency goals. Prepare and submit required departmental, agency, and HUD reports to assess compliance and performance.   Occupancy & Lease Management Oversee the development and implementation of marketing plans and strategies designed to promote and maintain high occupancy levels. Ensure that resident lease terminations and grievance hearings are properly processed in accordance with applicable policies. Monitor lease enforcement activities and provide guidance and assistance to staff as needed.   Staff Supervision & Contract Compliance Supervise, evaluate, and train site-based personnel; participate in pre-employment interviews and support workforce development efforts. Ensure that staff and site-based partners are fulfilling responsibilities as outlined in contracts, grant proposals, MOUs, and/or strategic plans.   Other duties as assigned.Qualifications REQUIRED EDUCATION AND EXPERIENCE   Bachelor’s degree in Public Administration, Business Administration/Management, Social Sciences, or a closely related field, plus eight (8) years of progressively responsible experience in affordable housing or public housing administration, including a minimum of 5 years at the supervisory or managerial level. A Master’s degree is preferred. A minimum of three (5) years of management experience in public housing, Housing Choice Voucher (HCV) programs, tax credit housing, or assisted apartment management. Certified Property Manager (CPM) designation, Public Housing Manager (PHM) certification, or Registered Housing Manager (RHM) designation preferred. If not currently held, certification must be obtained within the first year of employment.   KNOWLEDGE, SKILLS, AND ABILITIES   Comprehensive knowledge of HUD policies and applicable federal, state, and local laws, rules, and regulations governing low-income housing. Comprehensive and demonstrable knowledge of HUD UPCS, NSPIRE, and REAC inspection procedures and requirements. Deep understanding of public housing operations, including Rental Assistance Demonstration (RAD), Low-Income Housing Tax Credit (LIHTC), and Housing Choice Voucher (HCV) programs. Experience managing contract compliance of private property management companies. Ability to maintain required records, including tenant files and vacancy reports; skill in reading and interpreting policies and guidelines to support sound decision-making. Strong proficiency in Microsoft Office Suite and housing management software. Proven ability to lead diverse teams, manage budgets, and drive measurable performance improvement. Exceptional analytical, organizational, and communication skills, with the ability to communicate effectively with individuals of diverse backgrounds and abilities. Demonstrated ability to train, develop, and supervise staff effectively and collaboratively, reinforcing strong performance and addressing performance deficiencies in a firm and equitable manner. Ability to plan, prioritize, and manage the work of self and staff in a deadline-driven environment, including meeting Public Housing Assessment System (PHAS) program deadlines. Ability to balance strategic vision with day-to-day operational execution while maintaining composure and professionalism under pressure. Deep understanding of public housing operations, including RAD, LIHTC, and HCV programs.   WORKING CONDITIONS   Work is primarily performed in an office environment with standard heating, lighting, and ventilation. Occasional site visits to outdoor housing developments, dwellings, and facilities are required, which may include structural inspections and interactions with residents, employees, and contractor personnel. Work involves frequent use of computers, preparation and review of documents, and management of multiple deadlines. A valid driver’s license is required. Candidates without a license must obtain one within 30 days of hire and must be eligible for coverage under the Authority’s fleet automobile insurance policy.
