JP Logistics & Consulting LLC (JPLC) is looking for a talented full-time Facility Manager/ Facilities Liaison Support Service to work in a unique and dynamic environment supporting the National Capital Region Medical Directorate (NCR-MD), providing a full range of Facility Liaison Management. Responsible for providing facility and other related administrative services but not limited to.

Scope: This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence, but is not limited to performing a wide range of facility management and liaison duties:
- The primary objective is to provide all necessary management, supervision, and labor to ensure the facility is well-maintained, secure, and fully operational to support the mission of the occupants.
- The work includes, but is not limited to, coordinating maintenance and repairs, managing building access, overseeing space utilization, acting as a liaison with government representatives and other service providers, and performing various administrative, logistical, and project management support tasks.
- All work must be performed in accordance with applicable federal, state, and local regulations.
Specific Tasks:
- Coordinate facility management activities. Oversee operation, maintenance, repairs, schedules, and modifications of the physical plant, physical structures, and grounds.
- Develop comprehensive preventative maintenance and repair programs and schedules, to include maintenance and repair resource estimates. Ensure physical maintenance of security systems.
- Initiate and assist with contract development, draft scopes of work, and oversee contractor performance.
- Serve as the Contracting Officer Representative (COR) for Facilities-related contractors.
- Institute maintenance policy, determine facility condition indexes, perform annual facility condition surveys, and perform annual inspection surveys.
- Manage energy resources by monitoring and improving post-energy use. Ensure continuous availability of utilities.
- Maintain real property inventory and ensure that the computerized maintenance management system is accurate. Monitor performance metrics.
- Monitor building automation systems such as complex HVAC systems and load build-up in chillers and generators.
- Perform FM-related long-range planning, maintain post’s mission requirements/master plan, establish performance goals and objectives, analyze and advocate for resources.
- Manage project development. Design and oversee construction work.
- Plan Facility budget, allocate funds, and manage sustainment, restoration, and modernization funds. Prepare written documents and deliver briefings.
- Manage customer service, monitor performance standards, institute quality control procedures, and oversee customer surveys. Support U.S. Direct Hire (USDH) tenants from other agencies.
- Track effectiveness of FM program using key performance metrics and demonstrate that maintenance funds and assets are efficiently used.
- Develop staffing plans, write position requests, position descriptions, train and mentor staff, prepare employee evaluations, and participate in hiring and separating of staff.
- Contribute to real estate decisions. Conduct space planning and management.
- Coordinate/obtain connections with the local MTFs/ Enhanced Multi-Service Markets (eMSMs) and Base/Post/Camp communication personnel located on a military installation who require direct access to Government systems.
Experience:
- A minimum of five (5) years of progressive experience in managing facilities of similar size and complexity, including experience with CMMS, preventive maintenance programs, and project coordination.
- Experience in a government or military facility is highly desirable.
Education:
A bachelor's degree in Facilities Management, Engineering, Business Administration, or a related field is preferred.
Relevant experience may be substituted for education:
Certifications: Professional certifications are highly desirable. Examples include:
- Certified Facility Manager (CFM) from the International Facility Management Association (IFMA).
- Facility Management Professional (FMP).
- Project Management Professional (PMP) from the Project Management Institute (PMI).
Skills:
- Demonstrated knowledge of building systems (HVAC, electrical, plumbing), maintenance, and operations.
- Familiarity with federal, state, and local building codes and safety regulations, including Occupational Safety and Health Administration (OSHA) standards
- Excellent leadership, communication, and project management skills.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and experience with Computerized Maintenance Management Systems (CMMS).
- Security Clearance: Must be capable of obtaining and maintaining the required government security clearance for the duration of the contract.
Specific Tasks and Responsibilities:
- Plan, direct, and coordinate activities to ensure the efficient operation of the facility, including HVAC, plumbing, electrical, and other building systems.
- Develop, implement, and manage a preventive maintenance program for all equipment, distinguishing between critical life-safety systems and non-critical systems, to ensure equipment longevity and operational reliability.
- Conduct and document regular facility inspections, including daily patrols of common areas, formal comprehensive quarterly inspections of architectural and structural conditions, and monthly visual inspections of life-safety equipment (e.g., fire extinguishers, emergency lighting).
- Initiate service calls and work orders for corrective actions, categorizing them as emergency, urgent, or routine, and track them to completion using the designated CMMS, ensuring all data is entered within 24 hours of work completion.
- Oversee and coordinate the work of subcontractors for specialized services such as janitorial, landscaping, pest control, and security to ensure contract compliance.
Liaison and Administration:
- Serve as the primary on-site liaison between building occupants, the Contracting Officer's Representative (COR), building management, and other service contractors.
- Receive, process, and track all facility-related work orders and service requests, ensuring timely data entry and response.
- Maintain and update facility-related records, including equipment inventories, maintenance logs, inspection reports, and occupancy plans.
- Attend facility-related meetings, provide briefings on building status, and distribute meeting minutes as required.
- Provide tenants with advance notification for any planned work that will disrupt services.
Project Management and Space Utilization:
- For assigned projects like renovations or office moves, develop and submit a comprehensive Project Management Plan that includes a detailed scope, schedule, and budget for government approval.
- Plan and oversee facility-related projects, managing schedule adherence, budget, and communication with all stakeholders.
- Manage and oversee space utilization, including coordinating office moves, furniture reconfigurations, and maintaining accurate floor plans.
- At the conclusion of a project, conduct a final walkthrough, identify punch list items, and ensure their timely completion.
Security, Safety, and Emergency Preparedness:
- Act as the facility's alternate key control custodian; manage, issue, and maintain a log of all keys and access credentials, reporting any loss of integrity immediately.
- Coordinate building access for visitors, contractors, and maintenance personnel, providing escort services for all uncleared personnel in secure areas.
- Support the physical security program by reporting vulnerabilities, ensuring compliance with access control procedures, and maintaining security fixtures like cameras and locks.
- Develop, maintain, and update the facility's Emergency Action Plan for situations like fires, natural disasters, and security threats.
- Conduct monthly visual inspections of life safety systems such as portable fire extinguishers and emergency exit signage.
Property and Supply Management:
- Maintain an inventory of Government Furnished Property (GFP) and report its status as required.
- Manage the inventory of general office supplies, placing orders as necessary to maintain adequate stock levels.
- Receive and distribute mail and packages delivered to the facility.
Deliverables and Reporting:
- Submit Monthly Progress Report: A comprehensive report detailing all contract activities, work order status (by type and status), PM completion rates, project statuses, and issues encountered, submitted by the 5th working day of the following month.
- Annual Facility Condition Assessment: A comprehensive report on the state of the facility, including recommendations for capital improvements, submitted 60 days prior to the start of the new performance period.
- Updated Emergency Action Plan: Submitted annually and within 10 business days of any significant changes.
Quarterly Inspection Reports:
- Documentation of comprehensive building inspections, including photographs and recommended actions, submitted within the first 15 days of the new quarter.
Project Management Plan:
- For each assigned project, submitted within 10 business days of assignment.
Meeting Minutes:
- For any facility-related meetings attended, submitted within 2 business days.
Requirements:
- Must be a US Citizen.
- Must possess excellent verbal and written communication skills.
- Must have experience in wiring, electronics, automotive mechanical repairs, welding, and machine shop fundamentals.
- Must be able to speak fluent English.
- Must possess a valid driver's license.
- Must obtain a favorable, trustworthy determination.
- Must pass pre-employment drug testing.
