Property Manager - Affordable Housing

Centurion Residential is seeking an experienced affordable housing professional to manage two senior affordable housing communities in Central Virginia.

The Property Manager is responsible for the day-to-day performance and operation of both communities, including leasing and occupancy, affordable housing compliance, resident relations, rent collection, financial administration, maintenance oversight, inspections, and overall property operations.

This is a multi-site position requiring strong organization, independent judgment, attention to detail, and the ability to balance priorities across two communities while maintaining high standards of resident service, property operations, and regulatory compliance.

Multi-Site Responsibility

The Property Manager will work at both communities in accordance with an assigned schedule and the needs of each community. Regular travel between locations is required, and reliable transportation is necessary.

The assigned schedule may be adjusted based on resident, compliance, operational, or business needs.

Key Responsibilities

• Direct the day-to-day operations of two affordable senior housing communities.
• Manage leasing, applications, waiting lists, move-ins, renewals, recertifications, transfers, and move-outs.
• Maintain strong occupancy and proactively manage vacancies and unit readiness.
• Ensure compliance with applicable Low-Income Housing Tax Credit (LIHTC), USDA Rural Development, Fair Housing, Virginia Housing, and other applicable affordable housing requirements.
• Maintain accurate, complete, organized, and audit-ready resident and compliance files.
• Manage rent collection and delinquency and ensure required notices and documentation are completed timely.
• Monitor property financial performance, operating expenses, invoices, collections, and budget variances.
• Provide day-to-day supervision and direction to the Maintenance Technician and other assigned onsite personnel.
• Coordinate work orders, preventive maintenance, inspections, unit turnovers, and other property maintenance priorities.
• Conduct routine inspections of units, buildings, common areas, and grounds and ensure identified deficiencies are addressed.
• Coordinate and monitor vendors and contractors as needed.
• Maintain professional and responsive relationships with residents while consistently administering lease requirements and community policies.
• Coordinate reasonable accommodation and modification requests in accordance with applicable requirements and company procedures.
• Prepare required occupancy, compliance, financial, operational, and management reports.
• Prepare for and participate in regulatory inspections, compliance reviews, file audits, and management reviews.
• Identify operational, compliance, financial, resident, and maintenance concerns and ensure appropriate follow-through and escalation.
• Maintain consistent management oversight and operating standards across both communities.

Qualifications

• Minimum of five years of progressively responsible residential property management experience, including direct responsibility for day-to-day property operations.
• Demonstrated affordable housing property management experience.
• Direct LIHTC compliance experience, including eligibility determination, income and asset verification, certifications and recertifications, and resident file documentation.
• Demonstrated Yardi property management software experience is required.
• Experience with leasing, occupancy management, rent collection and delinquency, resident relations, inspections, maintenance coordination, and vendor oversight.
• Experience monitoring property budgets, operating expenses, collections, and financial performance.
• Experience supervising or directing onsite staff.
• Strong working knowledge of Fair Housing requirements.
• Demonstrated ability to independently manage competing priorities and deadlines across multiple locations.
• Strong organizational, written and verbal communication, documentation, problem-solving, and follow-through skills.
• Proficiency with Microsoft Office.
• Valid driver's license and reliable transportation for regular travel between assigned communities.

Preferred Qualifications

• Seven or more years of progressively responsible residential property management experience.
• Experience managing multiple affordable housing communities or a multi-site portfolio.
• USDA Rural Development multifamily housing experience.
• Senior affordable housing management experience.
• Familiarity with Virginia Housing compliance requirements.
• Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or comparable affordable housing certification.

Candidates who do not hold a designated affordable housing certification at the time of hire may be required to obtain an approved certification within a timeframe established by Centurion Residential.

Success in this position means maintaining strong occupancy and collections, meeting compliance deadlines, maintaining accurate and audit-ready files, keeping the communities inspection-ready, ensuring timely maintenance response and unit turns, providing professional resident service, and identifying and addressing issues before they become larger operational concerns.

Additional Requirements

This position requires regular onsite work at multiple residential communities and travel between assigned locations. Duties include walking buildings and grounds, entering residential units, conducting inspections, and responding appropriately to property-related operational needs.
