Job Title:  Property Manager (lease-up)

Location: Tucson AZ 

Salary:  55K- 60K per year

Position Summary:

The Community Manager is responsible for the day-to-day operations of the property and its operations. The Community Manager will work directly with the Regional Manager. This position requires a person who is highly motivated, flexible, and a team player who is looking to learn and grow their career in the area of Affordable Housing. The ideal candidate will have at least two (2) years of experience in LIHTC programs, be able to take ownership of their work environment, and be able to work independently.

Essential Job Functions

• Responsible for all operations of the property, including general administration, leasing, compliance, and maintenance of the overall physical condition.

• Demonstrate comprehensive knowledge of Low-Income Housing Tax Credit (LIHTC) and HUD program requirements, ensuring the property remains in full regulatory compliance.

• Ensure compliance with all applicable federal, state, and local affordable housing regulations, including HUD handbooks, LIHTC requirements, Fair Housing laws, and other regulatory agency requirements.

• Oversee all affordable housing compliance activities, including certifications, recertifications (where applicable), income calculations, file reviews, EIV compliance, TRACS submissions, and required reporting.

• Prepare for and successfully manage regulatory inspections and audits, including HUD, LIHTC, NSPIRE, Management and Occupancy Reviews (MORs), state housing agency reviews, and owner inspections.

• Ensure resident files are complete, accurate, and maintained in accordance with LIHTC, HUD, and company record retention requirements.

• Prepares budget annually as directed by the Asset Director.

• Adheres to budget guidelines for purchasing services and supplies for the property.

• Ensures staff understand budget expectations and work together to control expenses and remain within budget.

• Notifies the Asset Director of any anticipated budget variances.

• Reviews the preventive maintenance program on a regular basis.

• Solicits and oversees bids for contract services and submits recommendations to the Asset Director prior to contract execution.

• Conducts routine inspections of the property, identifies deficiencies, and ensures timely corrective action.

• Ensures all maintenance requests are completed promptly, with emergency work orders receiving immediate attention.

• Communicates work order delays to residents when necessary.

• Oversees completion of all required daily, weekly, and monthly reports, including:

  • Daily Morning Reports

  • Monthly Apartment Status Reports

  • Lease Expiration Reports

  • Market Surveys

  • Month-End Closeouts

• Completes monthly variance reports and owner's letters.

• Maintains petty cash and supporting documentation.

• Handles resident concerns professionally and attempts to resolve issues at the property level whenever possible.

• Keeps the Asset Director informed of significant property issues.

• Reviews and approves rental applications, lease agreements, certifications, and all required affordable housing documentation.

• Signs leases, addendums, certifications, and related documents.

• Supervises all move-ins and move-outs, ensuring required paperwork is complete and units are prepared for occupancy.

• Conducts move-in orientations for new residents.

• Develops marketing materials in compliance with Fair Housing and affordable housing program requirements.

• Reviews market surveys and comparable properties to monitor market conditions and occupancy trends.

• Oversees preparation and distribution of resident newsletters.

• Reviews and approves resident notices.

• Oversees delinquent accounts in accordance with company policy and applicable program requirements.

• Supervises building maintenance and coordinates daily activities with maintenance personnel.

• Oversees outside contractors working on-site.

• Supervises office and maintenance team members.

• Provides leadership, coaching, and training to staff, including:

  • Conducting performance evaluations.

  • Recommending salary increases and promotional opportunities.

  • Submitting payroll in accordance with company procedures.

  • Establishing work schedules and emergency coverage.

  • Administering coaching and corrective action as appropriate.

• Reports accidents, emergencies, compliance findings, and other significant incidents to the Corporate Office immediately and completes all required documentation.

• Maintains regular, reliable attendance and punctuality.

• Operates in compliance with OSHA standards and company safety policies.

• Maintains knowledge of and complies with all company policies, procedures, and Standard Operating Procedures.

• Maintains the required professional appearance and dress code.

• Completes all required Grace Hill, Vision, and company training by established deadlines.

• Performs other duties as assigned.

Requirements:

• Valid Driver’s License.

• Possess good communication skills, both written and verbal.

• Physical demands include, but are not limited to lifting, carrying climbing, stepping, kneeling, working outdoors, overtime, and weekend coverage as needed.

• Ability to read/comprehend, write, perform calculations, communicate; orally and otherwise, reason and analyze, decisions making under pressure

Experience level: 2 years multi-family property management

• Community Manager Multi Family: 2 years (Required)

• LITCH/50059 Project Based Voucher program experience: 2 years (Required)

• Lease-Up experience (Preferred) 

License/Certification:

• Driver's License (Preferred)
