108-Unit Senior HUD Multifamily Property

Position Summary

We are seeking an experienced Property Manager to oversee the day-to-day operations of a 108-unit senior apartment community operating under the HUD Multifamily Section 8 program.

The Property Manager is responsible for the overall management of the property, including resident relations, leasing and occupancy, HUD compliance, rent collection, financial performance, maintenance coordination, inspections, recertifications, and supervision of on-site staff.

Prior hands-on experience managing a HUD Multifamily Section 8 property is required. The successful candidate must be familiar with HUD occupancy and compliance requirements and be comfortable managing the administrative responsibilities associated with a federally assisted housing community.

Essential Duties and Responsibilities

HUD Compliance and Occupancy

· Maintain compliance with applicable HUD Multifamily Section 8 requirements, the property’s Tenant Selection Plan, Management Plan, lease documents, and established company policies.

· Oversee annual and interim resident recertifications and ensure they are completed accurately and timely.

· Review resident files for completeness and compliance with HUD requirements.

· Maintain accurate household composition, income, asset, deduction, and eligibility documentation.

· Ensure required resident notices, forms, verifications, and certifications are properly completed and maintained.

· Work with compliance personnel to resolve file deficiencies and findings.

· Maintain accurate information within the property management and HUD reporting systems.

· Assist with and prepare for HUD Management and Occupancy Reviews (MORs), inspections, audits, and other regulatory reviews.

· Respond promptly to compliance findings and implement required corrective actions.

· Maintain required waiting-list documentation and ensure applicants are processed in accordance with the property’s Tenant Selection Plan and applicable HUD requirements.

· Monitor vacancies and leasing activity to maintain strong occupancy while complying with program requirements.

· Maintain familiarity with applicable HUD guidance and changes affecting property operations.

Resident Relations

· Serve as the primary on-site management contact for residents.

· Foster a professional, respectful, and service-oriented environment appropriate for a senior community.

· Respond to resident questions, complaints, lease violations, and concerns promptly and consistently.

· Enforce lease provisions and property policies fairly and consistently.

· Prepare and issue resident notices, lease-violation notices, recertification notices, and other correspondence.

· Manage reasonable accommodation and modification requests in accordance with company procedures and applicable fair housing requirements.

· Maintain appropriate documentation regarding resident complaints, incidents, lease violations, and management actions.

· Coordinate with residents, family members, service providers, and other appropriate parties when necessary while maintaining resident confidentiality.

Rent Collection and Financial Management

· Oversee monthly rent collection and resident accounts.

· Monitor delinquent accounts and pursue collections in accordance with company policy and applicable requirements.

· Review resident ledgers and resolve account discrepancies.

· Process payments, charges, adjustments, and other transactions accurately.

· Assist with preparation and monitoring of the property’s annual operating budget.

· Review property expenses and assist in controlling operating costs.

· Review and approve invoices within established authority levels.

· Monitor property financial performance and explain significant budget variances.

· Maintain appropriate documentation supporting property expenditures.

Maintenance and Physical Property Operations

· Work closely with maintenance staff to maintain the property in a decent, safe, sanitary, and well-maintained condition.

· Monitor work orders and ensure resident maintenance requests are addressed promptly.

· Conduct regular property and unit inspections.

· Coordinate preventive maintenance and capital improvement activities.

· Monitor vendor performance and coordinate outside contractors when necessary.

· Ensure common areas, grounds, building systems, and resident units are maintained to company and regulatory standards.

· Prepare for HUD and other regulatory physical inspections.

· Follow up promptly on inspection deficiencies and required repairs.

· Maintain appropriate documentation of inspections, work orders, and corrective actions.

Leasing and Vacancy Management

· Oversee the applicant waiting list and leasing process.

· Coordinate applicant interviews, eligibility reviews, screenings, and unit offers.

· Ensure applications are processed consistently and in accordance with the Tenant Selection Plan and Fair Housing requirements.

· Coordinate unit turnover activities with maintenance staff.

· Monitor vacant units and minimize vacancy loss.

· Conduct or oversee move-in and move-out inspections.

· Ensure required lease documents, certifications, and resident acknowledgments are completed prior to occupancy.

Staff Supervision

· Supervise, train, and support on-site employees.

· Establish clear performance expectations and ensure staff follow company policies and procedures.

· Coordinate management and maintenance activities to ensure efficient property operations.

· Conduct regular staff meetings and communicate operational priorities.

· Assist with employee scheduling, performance management, and training as needed.

· Promote professional and courteous interactions with residents, applicants, vendors, and coworkers.

Administrative Responsibilities

· Maintain organized and accurate resident, applicant, compliance, financial, maintenance, and property records.

· Prepare required reports for ownership and management.

· Maintain confidentiality of resident and applicant information.

· Respond to management requests and deadlines promptly.

· Maintain appropriate documentation of significant resident and property matters.

· Ensure notices, correspondence, reports, and other property records are accurate and professionally prepared.

Required Qualifications

· Prior property management experience with a HUD Multifamily Section 8 property is required.

· Demonstrated working knowledge of HUD-assisted housing operations and resident compliance.

· Experience completing or supervising annual and interim resident recertifications.

· Experience maintaining and reviewing HUD resident files.

· Knowledge of HUD income, asset, household-composition, and eligibility requirements.

· Experience preparing for HUD Management and Occupancy Reviews or similar regulatory reviews.

· Strong knowledge of Fair Housing requirements.

· Experience managing resident lease violations, delinquency, resident complaints, and other day-to-day property management matters.

· Ability to interact professionally and compassionately with a senior resident population while consistently enforcing property rules and lease requirements.

· Five or more years of affordable multifamily property management experience.

· Experience with TRACS, EIV, HUD Secure Systems, and electronic HUD voucher/certification processing.

· Experience successfully completing HUD MORs and regulatory inspections.

Preferred Qualifications

· Five or more years of affordable multifamily property management experience.

· Experience with RealPage or similar affordable housing property management software.

· Affordable housing or HUD-related professional certifications are preferred.

Physical and Work Requirements

The position requires regular presence at the property and the ability to inspect apartments, common areas, mechanical areas, grounds, and other portions of the community. The Property Manager must be able to respond appropriately to property emergencies and coordinate emergency response when necessary.
