Job Summary:
Administers and maintains all areas of community operations under the direction of Regional Manager. Responsible for or manages all personnel functions, leasing, monitoring market conditions, budget control, advertising and resident relations. Supervises and monitors routine preventative maintenance is being conducted to ensure that machines continue to run smoothly, buildings operate efficiently, and the physical condition of buildings do not deteriorate.
Essential Duties and Responsibilities include the following. Other duties may be assigned in the future and every employee is expected to perform any reasonable task or request that is consistent with fulfilling company objectives.
- Leasing/Marketing:
- Markets apartments and the property surrounding the apartments.
- Analyzes and monitors the market conditions in order to anticipate market changes or trends that could affect the profitability of the property.
- Meet with prospective residents to show property and explain terms of occupancy.
- Reviews and approves or rejects resident applications.
- Completes the required tenant documents as required by the corporation and the Farmers Home Administration and HUD.
- Understands and complies with the state landlord-tenant and Fair Housing laws and standards.
- Transports residents and/or prospective residents via motorized vehicle throughout community grounds, runs errands as necessary.
- Financial:
- Verifies and posts details of business transactions to subsidiary accounts in journals and computer files from documents such as invoices, receipts, and computer printouts.
- Plans and administers property budgets and makes recommendations for way to maximize income and minimize expenses
- Supervises and ensures collection of all rent and property income.
- Processes and approves the payments of all invoices in a timely manner
- Purchases maintenance supplies and equipment.
- Management/Leadership
- Ability to work independently as a project leader and as a team member. Ability to relate well with others even while working at a distance without the benefit of personal contact on a consistent basis.
- Meet all report deadlines set forth by upper Management.
- Responds to emergency situations that occur on the property
- Assigns employees to duties such as maintenance, repair or renovation and obtain bids for additional work from outside contractors
- Maintain contact with insurance carriers, fire and police departments, and other agencies to ensure protection and compliance with codes and regulations
- Interview, hire and train all new employees
- Conduct annual performance reviews on all employees
- Reward and discipline employees under the direction of Regional Manager and/or HR Department
- Addressing complaints and resolve employee problems
- Conducts staff meetings on a regular basis
- Educates employees on PPE (personal protective equipment) and monitors adherence if property does not have Maintenance Supervisor on staff
- Examines and inspects work progress, equipment and work sites to verify safety and ensure that specifications are met if property does not have Maintenance Supervisor on staff
- Communicates openly and honestly with employees
- Builds and maintains high morale and obtain group commitments to goals and objective
- Is honest and ethical in all financial matters, in reports to supervisors, other management personnel and in relationships with the residents.
- Represents the company in a professional manner both on and off the property
- All other duties as assigned

Skills, Education and/or Experience:
- High school diploma or equivalent
- Minimum of 2 years general management experience.
- Property Management experience preferred.
- Must be able to utilize common office equipment such as (but not limited to) copiers, fax machines, phone systems, work stations and laptop computers
- A valid drivers license and automobile insurance is required
- Know or be able to learn computer software specific to each property (i.e., Rent Roll, One Site and/or Classic).
Language Skills:
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence.
- Ability to speak effectively before groups, residents, or employees of organization.
- Ability to illicit cooperation with vendors, contractors, residents, employees and supervisors.
Mathematical Skills:
a. Ability to perform basic math skills; add and subtract, multiply and divide.
Reasoning Ability:
a. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Work Environment:

- Ability to work outdoors at least 50% of the time.
- Occasional exposure to caustics, solvents, oils, fumes, flammables, pesticides, cleaning detergents, etc.
