POSITION SUMMARY

The Supervisor of Property Management participates in the planning, organizing and supervision of the day-to-day operations and activities of the Housing Department with a focus on those of the property management team. This position will assist in developing and updating policies, procedures, processes and forms relating to the administration of housing programs including HCV, LIHTC, LIPH, HOME, WSHFC, and other funders. Assists leadership team in ensuring compliance through quality control functions in all areas.

Essential Function Summaries

Supervise the work of assigned property management staff, both directly and through subordinate supervisors who oversee staff.
Recommend personnel actions including selection, discipline, termination, reassignment, and promotions. Ensure compliance with federal and state employment laws and regulations, BHA personnel policy and union contracts. Receive and resolve complaints regarding staff. Resolve union concerns or grievances for staff as appropriate. Provides coaching.
For all assigned areas of responsibility, ensure compliance with local, state and federal law and regulations and the commitments and requirements of funders. This could include the HCV Administrative Plan, ACOP, 4350.3, Tenant Selection Plans, and Management Agreements.
Ensure that all files meet audit standards in external audits by providing quality assurance oversight.
Facilitate the involvement of staff to develop, implement, and continuously improve customer service delivery.
Develops and delivers training to department staff, including new hires.
Research, analyze and problem-solve complex situations with participants, partners, and staff.
Research, refer, and resolve lease and program violations, including fraud and noncompliance. Make recommendations about participant terminations consistent with governing regulatory policies.
Lead property management response in complicated situations involving lease violations including coordinating with legal team and participating in court actions as appropriate.
Provide leadership to support the strategic plan and mission of the agency.

POSITION QUALIFICATIONS

Required Education and Experience

Education: A bachelor's degree or equivalent from an accredited college or vocational/technical school.

Experience:

• 6 plus years of experience in residential property management including direct employee supervision (preference of 3 years with LIHTC Tax Credit Properties).

• 3 years of supervisory experience.

• Experience must demonstrate high level knowledge in interpreting and utilizing applicable program regulations and federal, state, and local laws (including Landlord Tenant Laws).

Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and/or experience when relevant.

Computer Skills:

• Experience using Microsoft Office programs, including Word, Excel, and Outlook.

• Experience with property management software, YARDI systems preferred.

• Experience using various office equipment such as computers, phones, photocopiers, fax machines, mail machines, scanners, etc.

Other Requirements:

• Must possess a valid driver’s license for use in Washington State with the continued ability to be covered under the Housing Authority’s auto insurance policies.

WORK ENVIRONMENT

This is primarily an office position. The employee primarily sits at a desk but has the opportunity to move about at will. Hand-eye coordination is necessary to operate various types of office

equipment. The employee will occasionally lift and carry up to 20 pounds. Employee may be

exposed to noise from basic office machine operation. The work environment is fast paced and moderately noisy.
