Property Manager

Carefree Management, LLC is responsible for providing safe, decent, affordable housing and economic opportunity, free from discrimination.

 Property Managers will be responsible for all activities to ensure that the property is operated in an efficient, cost-effective manner while providing high-quality, well-maintained housing to residents. Duties include but are not limited to staff supervision, interpreting applicable state and federal regulations regarding occupancy and eligibility issues, and ensuring compliance with all fair housing laws.

 Property management staff are responsible for the day-to-day operations of the project, including interfacing with community, applicants, residents, and neighbors; marketing; customer service, application processing, leasing, lease enforcement, community engagement, maintenance coordination, management of unit turns, vendor relationships and contract monitoring, apartment inspections, weekly and monthly reporting, adherence to budgets, compliance with local, state, and federal landlord-tenant, fair housing, and building code laws and regulations.

 Essential Functions
•Interfaces daily – on phone, in person, and virtual – with residents, applicants, community, neighbors, and vendors.
•Assures resident satisfaction by providing a high level of customer services; promptly addresses resident complaints within guidelines and local regulations.
•Effective oversight of staff.
•Maintain compliance with all funding and agency requirements.
•Determining eligibility, rent calculations, verifications and ensure all necessary source materials for the certification and recertification process have been provided.
•Review of initial and annual lease documents.
•Prepare new leases and secure tenant signatures. Prepare recertification lease documents and interim adjustments.
•Perform initial unit inspection as to the condition of the unit prior to leasing, ongoing reporting and monitoring to ensure units are being maintained according to required standards.
•Ensures work is in compliance with applicable housing laws and regulations.
•Be available for grievance and eviction hearings and act as a representative for the managing agent in a professional capacity.
•Ensure residents adhere to the lease and rules and regulations of the company. Issue lease violations. Serve appropriate notices for nonpayment of rent or for other non-compliance issues. Respond to lease violations in a timely manner.
•Recommend cases of lease non-compliance and prepare eviction documents for referral to our attorney and provide support in proceedings as needed.
•Perform regular, special, and annual housekeeping inspections as required by observed conditions and reports.
•Ensure that all service requests are recorded and communicated appropriately to maintenance.
•Attend training, read appropriate publications, and confer with others in the field to stay knowledgeable of the changing federal regulations and policies.
•Coordinate activities and exchange information with Asset Manager.
•Promote, implement, and be involved in activities with the residents to upgrade our community.
•Work closely and professionally with agencies and organizations that may be available for the betterment of our community.
•Maintains confidentiality of information and records related to applicants, residents, and staff.

•Demonstrated ability to prepare and maintain records (manual and electronic) and reports with a high level of accuracy and attention to detail; ability to perform mathematical calculations.
•Strong organizational skills including prioritizing, ensuring accuracy, multi-tasking, and handling interruptions appropriately; ensures assignments are completed in a timely and effective manner.
•Knowledge of pertinent Federal, State and local laws, codes and regulations.
•Communicates effectively and collaboratively with individuals, and internal and external organizations; applies effective written and oral communication techniques to convey clear and timely messages.
•Ability to work independently and as a team member to develop effective working relationships; works cooperatively, exchanges ideas, and addresses issues in a constructive, collaborative manner.

•Proficiency using MS Office applications including Word, Excel, Outlook, as well as the internet and social media

•Ability to maintain proprietary information in a confidential and professional manner
•Proven ability to understand and execute oral and written instructions and policies
•Demonstrated stable attendance, and ability to work scheduled on-call, compensated, shifts to ensure staff coverage for property emergencies 24/7 every day of the year.

Desired Knowledge, Skills, And Abilities
•Applicable laws and regulations including but not limited to Illinois State Residential Landlord-Tenant Act and local, state, and federal fair housing laws and regulations.
•RealPage software experience
•Working knowledge of complex affordable housing programs including HUD rental assistance,Low Income Tax Credit, HOME and/or other applicable regulated housing programs, policies,and procedures.
•Demonstrated commitment to racial, gender, and economic equity
•Relevant work experience in fair housing, affordable housing, property management, or other general management.

•An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
