The Property Manager role is critical in satisfying Chrysalis Center Corporation's contractual obligations to provide property management services at all Chrysalis Real Estate Corporation owned properties. This position plans, directs, and coordinates the leasing, and governance activities of the residential real estate properties. Includes managing of homeowner and condominium associations, rented or leased housing units, buildings, or land (including rights-of-way). This position is accountable to maximize occupancy levels and property values. In addition, the Property Manager will assume all duties of the Senior Property Manager in the event of the manager's absence.
ESSENTIAL RESPONSIBILITIES:
Ensures all leases are complete and executed on time, and with little to no errors.
Remains up-to-date with all state and federal housing regulatory changes, and is accountable to manage the recertification process for all tenants who live in state and federally regulated properties. This includes compliance audits including both physical and documentation requirements to ensure each required property either meet or exceeds minimum qualifications for re-certification.
Ensures all rent is collected in a timely manner; ensures evictions, utility cut-offs, and all liens are performed as required.
Develops and maintains positive customer/tenant relations and develops programs to increase tenant retention and enhance the overall tenant experience.
Qualifications
MINIMUM QUALIFICATIONS:
High School Diploma or GED required, college education preferred.
Minimum five years of on-site property management experience required, with five to eight years of experience in property or building maintenance required.
Certified Occupancy Specialist (COS) required, Low Income Housing Tax Credit (LIHTC)
certification preferred.
Knowledge of Fair Housing laws required.
Connecticut Motor Vehicle Operator's License required.
Access to the use of a motor vehicle with appropriate level of automobile insurance required.
KEY COMPETENCIES:

Excellent communication skills; able to communicate effectively and articulately in writing and orally.
Ability to develop and analyze budgets, expenses and other financial information.
Ability to deal courteously with the public and to maintain effective working relationships with related agencies.
Ability to work in a fast-paced environment and juggle multiple priorities.
Able to think quickly, assess a situation and make a sound decision.
Ability to be available for work outside normal working hours and be available for on-call work as needed over a 24 hour time period.
Ability to create clear and concise reports, and to deliver them orally.
Solid experience supervising property management and maintenance personnel.
Must be highly mobile, able to access all areas of the premises. Must be able to utilize personal transportation, 40% - 60% of the workweek, to inspect property sites, surrounding neighborhoods, make bank deposits and visit corporate office.
Exhibit critical thinking and sound judgment in crisis situations.
Able to read and to understand and carry out oral instructions.
Ability to keep his/her composure with the public and co-workers in everyday, stressful and emergency situations.
