Position Summary
The Property Senior Property Manager provides strategic and operational leadership for one or more complex affordable housing properties. This role is accountable for the overall performance of the property, including regulatory compliance, financial management, resident relations, and staff supervision. This role ensures sustained compliance with Section 42 Low Income Housing Tax Credits (LIHTC), HUD Section 8, HOME, and other applicable funding or regulatory requirements. They are responsible for setting high standards for service delivery, property conditions, and team culture—working closely with internal departments, external partners, and supportive services to foster a thriving community environment. This role also plays a key role in mentoring site staff and may serve as a resource to newer property managers across the portfolio.

Duties/Responsibilities (Essential Functions)

• Provides leadership and oversight to on-site teams, including hiring, onboarding, training, scheduling, coaching, and performance management. Leads corrective actions when needed and fosters a culture of accountability, collaboration, and continuous improvement.
• Oversees the day-to-day operations of one or more complex affordable housing properties, ensuring full compliance with all applicable regulations, including Fair Housing, Section 42 Tax Credit, HOME, and HUD Section 8 programs.
• Serves as the primary compliance expert on-site, guiding the team in executing detailed eligibility determinations, recertifications, audits, and timely and accurate reporting to investors, regulatory agencies, and internal stakeholders.
• Leads occupancy and leasing strategy, ensuring timely unit turnover, strong applicant pipeline management, and adherence to income eligibility and regulatory rent limits. Develops and executes marketing efforts in partnership with internal teams.
• Provides financial oversight, including monitoring of site budgets, timely rent collection, subsidy administration, accounts receivable management, and monthly financial reporting. Ensures alignment with budget targets and engages in proactive cost control.
• Ensures a safe, well-maintained, and welcoming physical environment, including oversight of preventive maintenance plans, vendor and contractor performance, safety inspections, and response to urgent facility needs.
• Serves as a key liaison for resident engagement, resolving complex or escalated resident concerns and behavioral issues, and collaborating with supportive services to maintain housing stability and positive community relations.
• Promotes a high-performing, inclusive work environment aligned with the organization’s values, with emphasis on staff development, emotional intelligence, trauma-informed practices, and a commitment to diversity and equity.
• Provides leadership support during compliance audits, REAC inspections, and investor reviews, coordinating timely responses and corrective actions when necessary.
• Supports organizational learning and mentorship by sharing knowledge and expertise across the property management team, contributing to portfolio-wide improvements in operations, compliance, and resident outcomes.
• Supports teams in absence of Regional Director
• Ensure timely & accurate use of all company systems as required while maintaining complete up-to-date records and any future upgrades as directed.

Education, Licensure and Experience

• High school diploma or equivalent required.
• An Industry designation(s) requiring certification such as: ARM, CAM, SHCM, or HCCP
• Must have and maintain in good standing, a Colorado driver’s license within 30 days of hire.

Experience

• Minimum of 3 years of property management experience, preferably in affordable housing or supportive housing environments.
• Five years of previous experience in affordable housing or property management preferred.
• Lease-up or related real-estate experience preferred.
• At least 3 years of multi-site or large portfolio (exceeding 175 units) experience

Job Competencies

• Demonstrated knowledge of Section 42 Tax Credit and HUD Section 8 Programs, including regulatory compliance and tenant eligibility.
• Working knowledge of Equal Housing Opportunity laws, Fair Housing Act, and related compliance requirements.
• Basic understanding of accounting principles, including rent collection, subsidy processing, and budget adherence.
• Experience working with individuals experiencing homelessness or underserved populations, demonstrating cultural humility and trauma-informed practices.
• Proficient in Microsoft Office (Word, Excel, PowerPoint) and property management software; ability to navigate and troubleshoot standard office technology.
• Strong critical thinking and sound decision-making skills, especially under pressure or with incomplete information.
• Exceptional customer service orientation with the ability to build trust and rapport across diverse communities.
• Emotional intelligence, including self-awareness, empathy, and interpersonal assertiveness in high-stress or conflict situations.
• Effective oral and written communication skills, adaptable for various audiences including tenants, staff, and external partners.
• Conflict resolution and mediation skills, with a focus on de-escalation and equitable outcomes.
• Ability to communicate effectively with individuals from diverse backgrounds, cultures, and lived experiences.
• Strong organizational and time management skills, with the ability to manage multiple tasks and priorities simultaneously.
• High attention to detail, particularly in maintaining accurate records and ensuring regulatory compliance.
• Ability to work flexible hours, including weekends as needed.
• Professionalism in appearance and conduct, representing the organization with integrity and respect at all times.

Working Conditions
Works primarily in a climate-controlled office environment with frequent interpersonal interactions as well as in a field environment. This requires sitting for long periods at a desk, in addition to the ability to assess the physical condition of property, which may require accessing areas such as individual units, basements, boiler rooms, common areas, and stairs, which may or may not be handicapped accessible.
