Job Summary: The Roving Property Manager, under the supervision of either the Vice President or Director of Property Management, assumes the Property Manager or Assistant Manager role at conventional or tax credit communities, undergoing staffing or management transition ensuring property operations are maintained with best practices.

Essential Functions:

  1. Demonstrates Company Core Values.
  1. Manages the day-to-day operations of the assigned property to include leasing, resident retention, maintenance, grounds, and risk management. 
  2. Monitors and ensures property compliance with all Affordable Housing and Public Housing Agency program reporting and regulations, if applicable. 
  1. Leads, trains, and manages office staff to achieve operational excellence and remain compliant with company policies and procedures and all applicable regulations and standards.
  2. Communicates regularly with Regional Manager regarding property updates, issues, and personnel concerns.
  3. Ensures the bank deposits, credit card utilization, rent collection, and delinquency procedures are executed and documented per company policy.
  4. Manages tenant complaints and issues promptly and professionally.
  5. Oversee the completion of new rental agreements and the associated verification processes.
  6. Adheres to the established office hours and ensures staff coverage is maintained.
  7. Completes regular property inspections to ensure property meets health and safety regulations and maintains high standards of property upkeep and curb appeal.
  8. Maintains records for service orders and repairs for the property.
  9. Manages service contracts with outside vendors, contractors, and suppliers within Company and Regional exceptions. 
  10. Oversee the maintenance schedules, timely unit turnover, and preventative maintenance work.
  11. Maintains an inventory of all equipment and furniture quarterly. 
  12. Ensures compliance with all local, state, and federal regulations, including Fair Housing, EPA, and OSHA standards. 
  1. Reasonable and reliable attendance and timeliness when reporting to work and completing work.
  2. Interact well with others.
  1. Other duties as assigned.

Education/Experience/Qualifications:

  • High School diploma, or equivalent.
  • Bachelor’s degree in real estate, Business Administration, or related field preferred.
  • Minimum of 2 years of experience in property management, with at least 1 year in leadership or management role.
  • 1+ years of LIHTC (section 42) and/or public housing assistance experience preferred. 
  • ARM® or CAM designation preferred.

Required Skills / Abilities:

  • Working knowledge of accounting, leasing, maintenance, and resident retention policies and programs.
  • Ability to earn the ARM or CAM Certification.
  • Knowledge of property management software systems and technology solutions.
  • Proficiency with Microsoft Office – Outlook, Excel, and Word.
  • Ability to prioritize tasks, stay organized, manage multiple projects simultaneously, and meet deadlines in a fast-paced environment. 

Special/Physical Requirements: 

  • Requires the ability to withstand physical activity and navigate the property to include; walking, lifting, sitting, bending, twisting, climbing, reaching, flexibility, mobility and standing for extended periods of time.
  • Maintaining a valid driver's license and reliable transportation for travel between properties is required.
  • Ability to regularly work in weather conditions (heat, rain, snow, ice, etc.).
