Job Summary

The Associate Regional Director of Property Management provides strategic and operational leadership for a portfolio of affordable and supportive housing communities. Reporting to the Regional Director, this role supports Property Managers and site teams in achieving occupancy, financial, compliance, maintenance, and resident-service goals while driving operational consistency and portfolio performance.

This leader uses data to identify trends, implement improvement strategies, develop managers, and address operational challenges across multiple properties. Working closely with internal departments and external partners, the Associate Regional Director helps advance resident success, property stability, and PPL's mission, Core Values, Strategic Plan.

✅What You’ll Do

Portfolio Strategy and Performance

• Translate regional priorities into portfolio operating plans, measurable targets, accountable owners
• Monitor portfolio performance across occupancy, leasing, collections, receivables, budget results, compliance, inspections, unit turns, work orders, property conditions, and resident service
• Develop and lead targeted performance-improvement plans for assigned properties

Resident Community and Partner Relationships

• Coach managers through complex resident concerns, lease enforcement, housing-stability matters, and partner expectations while maintaining Fair Housing and program requirements
• Represent PPL professionally in assigned resident, partner, agency, and community meetings 

Cross Functional Leadership and Communication

• Lead cross-functional action plans for defined property or portfolio concerns, clarify responsibilities, track deliverables, and elevate barriers that require Regional Director or senior leadership decisions
• Provide the Regional Director with concise portfolio reporting, risk assessments, status updates, and recommendations supported by operational and financial data

Financial and Asset Performance

• Support the development of annual property budgets, forecasts, and operating plans
• Review monthly financial statements, budget variances, vacancy loss, collections, receivables, controllable expenses, and other key indicators; coach managers on corrective strategies 

People Leadership and Management Development

• Directly supervise, coach, and develop assigned Property Managers and other staff
• Support recruitment, onboarding, retention, and succession planning for assigned teams

Affordable Housing Compliance and Risk Management

• Monitor assigned properties for compliance with LIHTC, Project-Based Section 8, HOME, MHOP, Continuum of Care, HOPWA, and other applicable housing programs
•  Partner with Compliance to monitor file quality, certifications, reporting, findings, inspection readiness, and corrective actions
• Support managers in resolving complex resident, legal, safety, compliance, vendor, and community matters within established policies and authority

✅ What You Bring

Education and Experience

• Bachelor's degree in business, real estate, finance, public administration, nonprofit management, or a related field preferred. Equivalent progressive property management experience may be considered in place of a degree
• Five or more years of progressive property management experience, including at least three years supervising Property Managers, site leaders, or comparable teams
• Demonstrated experience overseeing multiple affordable or supportive housing properties and using portfolio data to improve operational and financial performance
• At least three years of experience with LIHTC and one or more federally assisted housing programs, such as Project-Based Section 8 or HOME
• Proficiency with Yardi, Excel, Microsoft Office, SharePoint, Outlook, and other property management, accounting, and reporting systems
• CPM, ARM, COS, HCCP, SHCM, or comparable property management or affordable housing certification preferred
