Position Summary

Aeon is seeking an experienced Property Manager to lead the opening and ongoing operations of Exodus, a new 72-home permanent supportive housing community in Downtown Minneapolis. Developed in partnership with St. Olaf Catholic Church, Exodus will provide deeply affordable studio apartments for individuals transitioning out of homelessness, with comprehensive supportive services provided onsite by Touchstone Mental Health.

The Property Manager will play a central role in establishing Exodus as a safe, stable, welcoming community where residents are treated with dignity and respect and have the opportunity to build lasting housing stability. This role calls for a strong property management leader who understands that successful supportive housing requires both excellent property operations and thoughtful, collaborative relationships with residents, service providers, and community partners.

As the onsite leader, the Property Manager will lead the Aeon team and the day-to-day operational, financial, physical, compliance, and resident-facing functions of the community. This role requires strong leadership, sound judgment, and the ability to balance resident needs, housing requirements, and effective property operations.

The Property Manager will work closely with Touchstone Mental Health and other partners while maintaining clear roles between property management and supportive services. We're looking for a collaborative, solutions-oriented leader who can navigate complex situations with empathy, consistency, and appropriate boundaries and who is motivated by the purpose and impact of permanent supportive housing.

The Property Manager reports directly to the Portfolio Director.

Key responsibilities include, but are not limited to:

Lead, Motivate, and Direct Team

• Provide and support ongoing training, coaching, and development to ensure onsite staff are effective and successful in their roles. Address performance matters promptly and constructively.
• Conduct timely and informative annual performance reviews for each direct report.
• Support team growth by encouraging participation in relevant seminars, trainings, and professional development opportunities.
• Use effective delegation skills to manage time and responsibilities efficiently.
• Ensure direct reports are properly trained and consistently adhere to Aeon's policies and procedures. Hold team members accountable for meeting established performance expectations.
• Partner with Aeon's Talent Acquisition team to ensure effective and equitable recruitment and hiring, to build an onsite team that is able to deliver on Aeon's promises to our residents and community.
• Establish a strong onsite team culture as Exodus opens, setting clear expectations for collaboration, accountability, resident service, and effective partnership with onsite supportive service providers.

Financial Management

• Assist in the development of annual operating budgets for assigned properties.
• Prepare and submit monthly financial variance reports.
• Support annual capital expenditure projections to protect and maximize assets.
• Effectively monitor and collect on property receivables.
• Manage property expenses responsibly and maintain strong financial performance in alignment with the approved annual budget.

Physical Asset Maintenance and Supervision of Contractors

• Oversee the maintenance and cleanliness of the physical property by providing effective guidance to the maintenance and cleaning teams.
• Consistently monitor and ensure timely, accurate completion of work orders for both resident units and common areas.
• Regularly inspect the property and promptly address any hazardous conditions or potential liability concerns.
• Review vendor performance and invoices to ensure quality, timeliness, and cost-effectiveness.
• Inspect apartment turns to confirm units are ready for occupancy and meet quality standards.
• Prepare for and support property inspections conducted by applicable funding, regulatory, and oversight agencies.

Occupancy and Leasing

• Achieve and maintain property occupancy goals in alignment with organizational, regulatory, and budgetary requirements.
• Coordinate the leasing and move-in process, working closely with Aeon's Compliance team, referral partners, service providers, and other stakeholders to support timely and successful resident move-ins.
• Ensure applications, leasing documentation, move-ins, renewals, and recertifications are completed accurately and within required timelines.
• Help create a welcoming and well-coordinated move-in experience for residents transitioning into Exodus.

Affordable Housing Compliance

• Meet directly with Aeon residents and complete housing eligibility certifications, following through with all steps in the affordable housing compliance process, ensuring accuracy and timeliness of all certification files.
• Prepare for and successfully execute property inspections with monitoring agencies.
• Assist the Compliance Team as needed by providing information and documents to keep the property in compliance with outside funding/oversight agencies.

Resident and Community Partnership

• Build respectful, trusting relationships with residents and help foster a safe, stable, and welcoming community where residents are treated with dignity.
• Partner closely with Touchstone Mental Health, Aeon team members, and other community partners to support resident housing stability while maintaining clear roles and appropriate boundaries between property management and supportive services.
• Navigate complex resident situations with sound judgment, empathy, consistency, and a clear understanding of lease requirements, resident rights, and property management responsibilities.
• Lead and model culturally responsive communication and service, recognizing the differing experiences, needs, and expectations of residents, team members, service providers, and community partners.

Administrative Management

• Ensure quality employee selection, training, and performance to ensure team members meet established policies, procedures, and performance expectations.
• Ensure all property files and records are accurately maintained in compliance with regulatory requirements and Aeon's internal policies and procedures.

Skills & Qualifications

We're looking for an experienced property management professional who can successfully balance team leadership, strong property operations, and the relationship-centered approach required in a permanent supportive housing community. This person will be collaborative, organized, solutions-oriented, and comfortable navigating complex situations with empathy, consistency, sound judgment, and appropriate boundaries.

Additional qualifications include:

• Significant experience leading a property management team; experience opening or stabilizing a new affordable housing community is a plus.
• Affordable housing experience, including Project-Based Section 8 and Tax Credit programs, is strongly preferred.
• Experience working in permanent supportive housing or in a housing environment serving individuals who have experienced homelessness, housing instability, mental health challenges, substance use, poverty, or trauma is strongly preferred.
• Demonstrated ability to build effective partnerships with residents, supportive service providers, community partners, and internal teams while maintaining clear professional roles and boundaries.
• Strong judgment and conflict-resolution skills, with the ability to navigate complex resident situations calmly, consistently, and respectfully.
• Proven ability to prepare, understand, and manage property budgets and financial performance.
• Demonstrated ability to communicate and build relationships in a culturally responsive manner across differing backgrounds, experiences, needs, and perspectives.
• Strong organizational skills and the ability to prioritize and execute a wide-ranging workload in a dynamic property environment.
• Must be a resourceful, problem solving, relationship-building, seeker of excellence, with a commitment to Aeon's mission.

• A valid driver's license, vehicle insurance, and regular access to a reliable vehicle are required.

Physical Requirements

• Ability to remain in stationary position for extended periods while working at a computer and attending meetings.
• Ability to operate standard office equipment, including computers, phones, and printers.
• Ability to move about the office to access files, meeting spaces, and office equipment.
• Ability to reach above and below shoulder height to access file cabinets, storage areas, and office supplies.
• Ability to lift and carry materials up to 15 pounds on an occasional basis, such as meeting materials or event supplies.
• Ability to conduct property tours and inspections: Includes walking through hallways, stairwells, leasing offices, common areas, and vacant or occupied apartment homes. This may involve navigating multiple floors and uneven surfaces.
• Ability to communicate clearly and effectively, both verbally and in writing, in person and through virtual platforms.
• Ability to work in environments with moderate noise levels, including shared office spaces, meetings, and event settings.

Compensation, Hours & Location

This position has a range of pay of $65,000–$70,000 per year, depending on experience and skill set. This full-time position follows a Monday–Friday schedule from 8:30am to 5:00pm. Flexibility may be required to meet the needs of the role, including occasional adjustments for resident events, community activities, meetings, or other property-related responsibilities.

This is an in-person role. Prior to the opening of Exodus, this position will be based at Mary Hall, Aeon's recently opened supportive housing community in Downtown St. Paul, providing an opportunity to become familiar with Aeon's supportive housing operations while preparing for the opening of Exodus. Upon opening, this position will be based onsite at Exodus in Downtown Minneapolis. Occasional work at Aeon's Central Office, training facilities, or other properties may also be required.

This position will participate in Aeon's property management on-call rotation, typically one week every 5 to 6 weeks. While on-call, the individual must be prepared to make timely and appropriate management decisions in response to urgent site needs or emergencies.
